孕育臺大的Google(一)
1996 年我剛擔任臺大教務長時,有鑑於臺大經費有限,若能集中運用,就可以添購一些貴重儀器設備突破研究的瓶頸。在徵得當時陳校長的同意下,我就與總務長共同支 持幾項貴重儀器設備計畫,其中一項是跨領域的“數位圖書館”(digital library)計畫。其目標是將圖書館一些重要典藏資料數位化,並置於網路上,以促進知識的傳播與普及。這是國內首創此類的計畫,在世界上也算是居於領 先的地位。執行兩年以後,由於這是跨人文與科技的大型研究計畫,受到各方重視,國科會也於1998年啟動了”數位博物館”專案計畫,將全國各式各樣博物館 收藏品數位化,民眾只要上網就能瀏覽博物館,大幅擴展傳統博物館的教育功能。國科會隨後於2002年將不同數位化專案計畫合併,擴大轉型為“數位典藏”國 家型計畫,大規模的展開國家典藏資料的數位化工作,包括故宮、國史館、文建會、臺灣省文獻會等政府檔案典藏機構均積極參與。5年後在完成大量典藏資料數位 化後,為積極運用這些資料,第二期5年計畫轉型為“數位內容”國家型計畫,藉此推動數位內容與教育及文化創意產業結合。這項歷經10年的國家型計畫已於 2012年底結束。
我 們當初所不知道的是就在1996年,美國史丹福大學計算機科學系的兩位博士研究生拉里.佩基(Larry Page)及社給.布勻(Sergey Brin)在教授指導下從事數位圖書館的研究,為了在龐大的數位資料海中,很快地找到符合需求而且真正有用的資料,他們發展出一套很有效率的搜尋引擎,研 發兩年後,兩人於1998年找到投資者而在史丹福大學旁邊成立了一家小公司,這家公司就叫做 Google。Google後來發展成為網路巨擘的故事大家都很清楚了。我常常在想,臺大與史丹福大學於1996年同時展開了數位圖書館研究計畫,臺大不 是沒有創意,但是史丹福大學由此孕育了帶動世界文明改變的Google,而臺大卻只帶動了國內相關的研究。其中最大的差別是臺大缺少實現創意的心態與環 境,美國矽谷充滿了創業的氛圍與創投公司,好的想法容易得到支持,受到許多創業成功故事的激勵,大家也勇於嘗試。為了改變校園的氛圍,我們從2012年在 研發處設立創意實現中心,協助老師同學將研究創意轉化為實體原型,而以廣達林百里董事長為首的臺大校友企業家也組成了「創聯會」,扮演發掘臺大創意原型的 平台,每隔兩個月就來了解臺大的研究創意,藉由創聯會的經驗與資源來將好的創意原型育成立新的公司,希望在臺大百年校慶之前,能孕育出類似Google的 公司。
