　美國微軟決定操作系統（OS）「Windows」部分免費。在智慧手機等移動産品業務方面起步較晚的微軟希望借助免費提供操作系統這種不計成本的戰術捲 土重來。微軟聯合創始人兼技術顧問比爾•蓋茲一直堅持認為，「軟體是需要拿錢買的東西」。微軟的新舉措對於比爾•蓋茲而言也將成為轉捩點。

微軟將以螢幕尺寸在9英吋以下的智慧手機和平板電腦為對象，免費提供Windows。終端企業將更易於製造低價格機型等。免費提供操作系統的背景是，Windows地位的下降。

　 美國調查公司高德納按操作系統匯總了互聯網信息設備（包括個人電腦、平板電腦和手機）的全球供貨量數據。結果發現，2013年Windows為3億2500萬部，而向終端企業免費提供的谷歌操作系統「安卓」則已達到8億8000萬部。

　 該調查公司還預測，到2015年安卓終端將突破13億部，與僅為3億8000萬部的Windows的差距將進一步擴大。

　 到目前，微軟被認為向智慧手機和平板電腦企業收取每部設備5～15美元的授權使用費。在Windows成為行業標準的個人電腦時代，這是「理所當然的」， 但在安卓佔據移動操作系統近8成份額的今天，「即使付錢也希望使用Windows的企業已經很少」（微軟相關人士）。

　 此外還有其他原因。微軟將在本月內完成收購諾基亞旗下便攜終端業務的程序。配備Windows的智慧手機的80%為諾基亞製造。如果諾基亞納入微軟旗下，授權使用費不論如何都將大幅減少。

當然，僅僅依靠免費戰略，操作系統不會得到普及。微軟於4月2日發佈了智慧手機操作系統最新版「Windows Phone8.1」。還推出了積極採用人工智慧等的私人助手（秘書）功能「Cortana」。

　 更為重要的是能否將影響智慧手機競爭力的應用程序（應用軟體）開發人員變成夥伴。Windows業務高級副總裁Terry Myerson於4月2日向參加舊金山市會議的5000名開發人員呼籲，幫助擴大僅為安卓和蘋果一半以下的微軟應用程序。

　相對於日趨減少的操作系統授權收入，微軟將力爭擴大搜索引擎「Bing」和通話軟體「Skype」等的服務收入。對於配備免費提供的Windows操作 系統的終端用戶，已開始在1年時間裏給予免費使用商用軟體「Office」的權利，還向蘋果的平板電腦「iPad」提供了「Office」，這都處於通過 服務盈利這一戰略的延長線上。

　 作為成長戰略另一個支柱的設備（終端）業務也將隨著收購諾基亞而加速。除了自主品牌平板電腦「surface」之外，在智慧手機領域也將提升推出革新性産品的能力。

　 「以挑戰者的心態進行革新」，2月就任的微軟首席執行官（CEO）薩提亞•納德拉2日向參加會議的開發人員如此承諾。操作系統的免費化僅僅是將競爭條件提高至與谷歌相同的水平。個人電腦時代的霸主將在今後拋棄自尊心，發起全面挑戰……
