谷歌董事长：十年内审查消失

据路透社消息，谷歌执行董事长埃里克.施密特（Eric Schmidt）在一次演讲中预言：先进的网络技术，将在10年内终结网络审查，并帮助公众战胜政府的监管，夺回权力。

（德国之声中文网）路透社昨日报道，谷歌执行董事长埃里克.施密特（Eric Schmidt）在美国约翰.霍普金斯大学（Johns Hopkins University）演讲时大胆预言："先进的网络技术，将使世界各地的网络审查将在十年内结束，加长密钥能帮助公众战胜政府的监管，人们终将夺回网络权力。要通过普及互联网和保护网民信息不受监视的技术，来终结中国和其它国家对言论自由的控制。"

他也表示："解决政府监控的办法就是让所有人加密"，他承认加密也可以被破解，斯诺登事件就是一个代表案例；但他补充道："如果有足够长的密钥，并常常更改，任何闯入者想进入一个人的帐户并破解密码会很困难。"

施密特的预测鼓舞了很多深受"中国防火长城"限制和"网络审查"的中国网友，但一位网名为"Downilee"的网友表示"施密特忽略了一个重要的事情，就是实体的人能不能保证安全"，暗指在中国网络严控背景下，技术并不能完全应对网络审查。这位网友所言的背景，正是中国当局从8月开始的"清网"行动，新浪微博多位大V被抓捕或禁言；9月10日实施的《最高人民法院、最高人民检察院关于办理利用信息网络实施诽谤等刑事案件适用法律若干问题的解释》中规定：谣言被点击5000次或转发500次，即可刑拘，甘肃杨姓初中生成为"鼠标罪"第一个被拘留少年。

旅美的中国新媒体人北风一直致力于向中国网民推介网络翻墙和网络安全技术等，他也一直推崇网络时代公众信息的流通对消解专制权力的作用。他在接受德国之声采访时表示，中国的互联网专业人士毛向辉等人，对网络审查也都有比较乐观的判断，政府审查的手段迭出，而网站和网民的应对审查技术也不在变化。

因报道触怒中国当局的路透社、《纽约时报》、FT中文等网站在中国大陆被封后，监视中国互联网审查情况的网站GreatFire.org的联合创始人查理.史密斯（Charlie Smith）对外透露，他已发现了一项战略，不借助绕过防火墙的软件，就能让这些网站在中国大陆仍然可以访问：“我们在通过像亚马逊（Amazon）这样的公司提供这些镜像网，他们要屏蔽这些镜像站点，将不得不把亚马逊在中国的服务器取下来，这会影响到在中国成千上万的服务。"

因此北风认为，网络新技术，加之经济和商业的应用和互联网高度捆绑时，政府想要审查和封禁不喜欢的网站，并不是一件容易的事情："经济和商业的应用和互联网高度捆绑时，防火墙的行为就很难作出取舍，是要把所有的都'墙掉'，还只是'墙掉''不良信息'的网站，事实上在技术上他们很难做到只'墙掉'不良信息的网站，当中国的防火墙没有办法完全区分商业流量和政治活动流量时，防火墙注定要失效的。"

"知道权利受损，是可以想一些办法的"

近期北风也做出一个"翻墙后"网站，向很多中国的翻墙者提供一份"翻墙后看什么"的参考，其中包括"中国封锁网站列表"、"推介社交、信息、新闻网站"、"视频分享"等，备受网友好评。

因此北风认为，让公众不断获取真实信息，建立信息自由和权利意识，这比网络新技术更为重要。如果公众有这样的意识，施密特的预言可以更早的实现："中国政府可能不想让人知道他们在不同历史时期做的事情，希望翻墙的人能够快速弥补在中国国内信息不对称的环境下，缺失的那一块，能够尽快的让自己的信息环境平衡起来，判断就不容易失衡，独立思考也就成为可能，有了独立思考，谎言、恐惧很容易克服。跨越高墙的目的是为了了解更充分的信息，如果我们知道权利受损时，是可以想一些办法的。"
